OPaL Conducts offsite Level-3 Mock Drill

Strengthening Emergency Preparedness

ONGC Petro additions Limited (OPaL) successfully conducted an Off-site Level-3 Mock Drill on the Hazira–Dahej Naphtha Pipeline at Dahej on 23 October 2026, based on a simulated Naphtha leakage scenario near the area outside Gate No. 1 at Dahej plant. As per the simulated scenario, a naphtha-charged pipeline was accidentally damaged by a JCB operator during work, resulting in naphtha leakage, which subsequently led to a major fire. Upon noticing the damage, the pipeline patrolling security guard immediately alerted the OPaL Fire Control Room and Security Control Room.

Two foam tenders promptly reached the simulated incident site, followed by Security Quick Response Teams (QRTs), an ambulance and Maintenance and Operations teams from OPaL.

As the simulated fire escalated beyond the capacity of the on-site response, Level-3 emergency was declared by incident controller and assistance was sought from the District Administration and Mutual Aid partner industries to strengthen the emergency response and control the situation.

Key Highlights of Exercise

• Effective collaboration with the Statutory authorities and Govt. bodies like District Magistrate’s office, Disaster Management Cell, Police, Distt Health Dept, Dahej Industries Association (DIA), Dahej SEZ and other local authorities.
• Eight fire tenders from Mutual Aid partner industries and one 108 ambulance were mobilised at the simulated incident site, replicating the response to a major emergency.
• Two simulated injured persons were evacuated from the incident site and provided medical treatment at OPaL’s Occupational Health Centre (OHC).
• An Incident Command Post was established to facilitate effective incident management, communication and coordination among the responding agencies.
• OPaL’s Fire, Medical, HSE, Security, HR, PR, CC, Operation and maintenance teams demonstrated coordinated response and effective execution of their respective emergency responsibilities.
• Post-drill review and debriefing session was conducted.
• A simulated media interaction was also conducted to assess preparedness for stakeholder’s information during an emergency.

The drill was conducted under the supervision and leadership of Shri Lalitesh Kumar, COO- OPaL; Shri Nikunj Savala- Mamlatdar, Disaster managements Cell, Bharuch; Shri Ritesh Vasava- Circle Officer, Vagra Mamlatdar Office; Shri Varish Ghadiyali- District Emergency Operations Centre (DEOC), Bharuch and Shri Somnath Sarkar- DGM (In-charge) Fire & Safety- OPaL. Senior officials from DIA, Dahej SEZ, the Police Department and OPaL also actively participated and contributed to the successful conduct of the mock drill.

Speaking on the occasion, COO, OPaL, stated that “The safety of people, the environment and our assets are always our topmost priority and such mock drills are an integral part of our regular safety protocols and help ensure a high level of preparedness.” COO-OPaL appreciated all stakeholders for their active involvement, effective coordination and successful conduct of the mock drill in a highly professional and befitting manner.

OPaL द्वारा ऑफ-साइट लेवल-3 मॉक ड्रिल का आयोजन

आपातकालीन परिस्थितियों से निपटने की तैयारी को सुदृढ़ बनाने की दिशा में महत्वपूर्ण पहल

ओएनजीसी पेट्रो एडिशन्स लिमिटेड (OPaL) द्वारा 23 अक्टूबर 2026 को दहेज स्थित हजीरा–दहेज नैफ्था पाइपलाइन पर ऑफ-साइट लेवल-3 मॉक ड्रिल का सफलतापूर्वक आयोजन किया गया। यह अभ्यास गेट नंबर-1 के बाहर स्थित क्षेत्र के निकट नैफ्था रिसाव की काल्पनिक घटना पर आधारित था।

निर्धारित परिदृश्य के अनुसार, कार्य के दौरान एक जेसीबी ऑपरेटर द्वारा गलती से नैफ्था से भरी पाइपलाइन क्षतिग्रस्त हो गई, जिसके परिणामस्वरूप नैफ्था का रिसाव हुआ और बाद में भीषण आग लग गई। पाइपलाइन पर गश्त कर रहे सुरक्षा कर्मी ने क्षति को देखते ही तत्काल ओपल के फायर कंट्रोल रूम और सिक्योरिटी कंट्रोल रूम को सूचित किया।

सूचना मिलते ही दो फोम टेंडर तत्काल घटनास्थल पर पहुँचे। इसके बाद सिक्योरिटी, एम्बुलेंस तथा मेंटेनेंस और ऑपरेशंस की टीमें भी मौके पर पहुँचीं।

जब काल्पनिक आग की स्थिति स्थानीय स्तर पर उपलब्ध संसाधनों के नियंत्रण से बाहर होने लगी, तब घटना नियंत्रक (Incident Controller) द्वारा लेवल-3 आपातकाल घोषित किया गया। आपातकालीन प्रतिक्रिया को और प्रभावी बनाने तथा स्थिति पर नियंत्रण पाने के लिए जिला प्रशासन और म्यूचुअल एड से जुड़े औद्योगिक प्रतिष्ठानों से सहायता माँगी गई।

अभ्यास की प्रमुख विशेषताएँ

• सरकारी एवं वैधानिक एजेंसियों के साथ प्रभावी समन्वय: जिला मजिस्ट्रेट कार्यालय, आपदा प्रबंधन प्रकोष्ठ, पुलिस, जिला स्वास्थ्य विभाग, दहेज इंडस्ट्रीज एसोसिएशन (DIA), दहेज SEZ तथा अन्य स्थानीय प्राधिकरणों के साथ प्रभावी सहयोग और समन्वय प्रदर्शित किया गया।
• अग्निशमन संसाधनों की त्वरित तैनाती: म्यूचुअल एड से जुड़े औद्योगिक प्रतिष्ठानों के आठ अग्निशमन वाहनों (फायर टेंडर) तथा एक 108 एम्बुलेंस को घटनास्थल पर तैनात किया गया, जिससे बड़ी आपातकालीन घटना के दौरान संभावित प्रतिक्रिया का अभ्यास किया जा सके।
• घायलों का सुरक्षित निकासी एवं उपचार: दो काल्पनिक घायलों को घटनास्थल से सुरक्षित निकालकर ओपल के व्यावसायिक स्वास्थ्य केंद्र (OHC) में चिकित्सा सहायता प्रदान की गई।
• इंसिडेंट कमांड पोस्ट की स्थापना: घटना के प्रभावी प्रबंधन, संचार व्यवस्था तथा विभिन्न प्रतिक्रिया एजेंसियों के बीच समन्वय सुनिश्चित करने के लिए इंसिडेंट कमांड पोस्ट स्थापित किया गया।
• ओपल की विभिन्न टीमों की सक्रिय भागीदारी: फायर, मेडिकल, HSE, सिक्योरिटी, HR, PR, कॉर्पोरेट कम्युनिकेशन (CC), ऑपरेशंस एवं मेंटेनेंस की टीमों ने समन्वित तरीके से अपनी-अपनी आपातकालीन जिम्मेदारियों का निर्वहन किया।
• मॉक ड्रिल के बाद समीक्षा: अभ्यास के पश्चात समीक्षा एवं डी-ब्रीफिंग सत्र आयोजित किया गया, ताकि प्रतिक्रिया प्रक्रिया का आकलन किया जा सके और सुधार के अवसरों की पहचान हो सके।
• मीडिया संवाद का अभ्यास: आपातकाल के दौरान संबंधित हितधारकों को समय पर और प्रभावी जानकारी देने की तैयारी का आकलन करने के लिए काल्पनिक मीडिया संवाद भी आयोजित किया गया।

इस मॉक ड्रिल का अवलोकन COO- OPaL श्री ललितेश कुमार; श्री निकुंज सवाला, मामलतदार, आपदा प्रबंधन प्रकोष्ठ, भरूच; श्री रितेश वसावा, सर्कल अधिकारी, वागरा मामलतदार कार्यालय; श्री वरिश घडियाली, जिला आपातकालीन संचालन केंद्र (DEOC), भरूच; तथा श्री सोमनाथ सरकार, DGM (प्रभारी), फायर एवं सेफ्टी, ओपल द्वारा किया गया। इस अवसर पर DIA, दहेज SEZ, पुलिस विभाग तथा ओपल के वरिष्ठ अधिकारी भी उपस्थित रहे।
